CL zone, Toronto: Commercial Local Zone
Chapter 30, Section 30.20 (30.20.1 to 30.20.150) of the City of Toronto Zoning By-law 569-2013, as amended by 545-2019, 1153-2023, 1353-2015, 607-2015, OMB PL130592 (February 7, 2017).
A neighbourhood-scale commercial zone for small shops, offices, services and eating places, with buildings kept low (10 m unless the height map says otherwise) and set well back from any adjoining houses.

Other provisions in this section
- All uses must be within a wholly enclosed building except outdoor sales and display, park, parking spaces and loading spaces (30.20.40.1).
- Recreation uses must be within a wholly enclosed building (30.20.20.100(1)).
- Eating establishments and take-out eating establishments: maximum 400 m2 interior floor area on a lot for all such uses combined, with exclusions per 30.5.40.40(1) and for associated offices/storage/staff rooms in the basement or on another storey (30.20.20.100(2)); eating establishments must also comply with Section 150.100.
- Vehicle fuel station and vehicle service shop must be on a lot abutting a major street on the Policy Areas Overlay Map, and comply with Sections 150.92 and 150.94 respectively (30.20.20.100(3)(12)(13)).
- Retail store may have a maximum of 10.0 m2 used for consumption of food or beverage by patrons (30.20.20.100(5)).
- Outdoor sales or display: must be combined with another permitted use; no closer to a side or rear lot line than the greater of 3.0 m or the required building setback for that yard; cumulative area max 30.0 m2; not in areas required for parking, loading, driveways or landscaping (30.20.20.100(6)).
- Day nursery must comply with Section 150.45 (30.20.20.100(7)).
- Place of worship must comply with Section 150.50 (30.20.20.100(8)) -- note: this clause is under appeal and not in full force and effect per the office consolidation.
- Automated banking machine must be in a building (30.20.20.100(14)).
- Public utility may not be a sewage treatment plant, water filtration plant or above-ground water reservoir (30.20.20.100(15)); a hydro electrical transformer station or natural gas regulator station must be enclosed by walls and comply with the lot coverage, setback and height rules for a building (30.20.20.100(18)).
- A transportation use building or structure must comply with all requirements for a building on that lot (30.20.20.100(16)).
- Renewable energy or cogeneration energy production must be combined with another permitted use on the lot and comply with all municipal, provincial and federal requirements (30.20.20.100(17)).
- Secondary suite must comply with Section 150.10 (30.20.20.100(19)).
- Outdoor patio: must be combined with an eating establishment, recreation use, retail store or take-out eating establishment on the same or an abutting lot; maximum area the greater of 50.0 m2 or 50% of the interior floor area of the premises; no entertainment; set back at least 10.0 m from a Residential or Residential Apartment zone lot; not permitted in a rear or side yard abutting such a lot; not permitted above the first storey (30.20.20.100(20)).
- If two or more lots are developed together, the regulations apply to the parts of the lot within the CL zone (30.20.30.1).
- Lawfully existing lots with less than 9.0 m frontage keep their lawful frontage as the minimum; additions must comply with all other regulations or obtain a Section 45 minor variance (30.20.30.21).
- Lawfully existing buildings exceeding maximum lot coverage, height, or having smaller setbacks or separations, keep their lawful values; additions must comply or obtain a Section 45 minor variance (30.20.30.41, 30.20.40.11, 30.20.40.71, 30.20.40.81).
- Rear angular plane: where a lot abuts (or is separated by a lane from) an O, ON or OR zone or a Residential/Residential Apartment zone lot, no building may penetrate a 45-degree angular plane from the ground at the rear lot line, or, with a rear lane, from a height above the rear lot line equal to the lane width (30.20.40.70(3)); lawfully existing buildings are exempt (30.20.40.71(3)).
- Dormers may not have any wall closer to a lot line than the required minimum building setback (30.20.40.70(4)).
- Separation between main walls on the same lot: 11.0 m where both facing walls have windows; 5.5 m where one has windows and the other does not (30.20.40.80).
- Encroachments -- platforms (deck, porch, balcony) attached or within 0.3 m of the building: in a rear yard may encroach the lesser of 2.5 m or 50% of the required rear setback (with side-lot-line clearance conditions differing for platforms at or above the first storey); in a side yard may encroach up to 1.5 m if at least 0.3 m from the side lot line (above the first storey only where the side yard abuts a street) (30.20.40.60(1)).
- Encroachments -- canopies/awnings: same extent as a complying platform beneath them; otherwise in a front or rear yard the lesser of 2.5 m or 50% of the required front setback, in a side yard not abutting a street up to 1.5 m if at least 0.3 m from the side lot line, and in a front or side yard abutting a street subject to 30.5.40.60(1) (30.20.40.60(2)).
- Encroachments -- exterior stairs (max 1.5 horizontal per 1.0 vertical, max 2.0 m wide, at least 0.3 m from lot lines), uncovered ramps (max 15:1 slope, max 1.5 m wide per segment, at least 0.3 m from lot lines) and elevating devices (no higher than first floor, max 3.0 m2, at least 0.3 m from lot lines) may encroach into required setbacks (30.20.40.60(3)).
- Encroachments -- cladding on a building at least 5 years old: max 0.15 m (30.20.40.60(4)); architectural features (pilaster, cornice, sill etc.) and chimney breasts (max 2.0 m wide): max 0.6 m, at least 0.3 m from lot lines (30.20.40.60(5)).
- Encroachments -- bay/box windows not touching the ground: max 0.75 m into front or rear setback if occupying no more than 65% of the wall width per storey; max 0.6 m into side setback if no more than 30% of side wall width and at least 0.6 m from the side lot line (30.20.40.60(6)); eaves max 0.9 m, at least 0.3 m from lot lines (30.20.40.60(7)).
- Encroachments -- wall-mounted equipment at least 0.3 m from lot lines: air conditioner (rear/side, not above first storey in a side yard), satellite dish, antenna/pole up to 0.9 m; vent or pipe up to 0.6 m (30.20.40.60(8)). No encroachments into a required angular plane (30.20.40.60(9)).
- Where the lot abuts a Residential or Residential Apartment zone lot, a minimum 1.5 m wide strip of soft landscaping and a fence must be provided along that lot line (30.20.50.10).
- Parking spaces and drive aisles may not be in a required front yard setback or a side yard setback abutting a street; parking/vehicle storage areas must be separated from any lot line by a minimum 1.5 m wide soft landscaping strip; an outdoor parking space must be at least 0.5 m from a lot line (30.20.80.20).
- Loading spaces may not be in a front yard, a side yard abutting a street, or any side or rear yard abutting a Residential or Residential Apartment zone lot (30.20.90.10); lawfully existing non-complying loading spaces are exempt (30.20.90.11).
- Loading access: from the lane if the lot abuts a lane; on a corner lot without a lane, from the street that is not a major street; no access over a Residential or Residential Apartment zone lot; no loading access through a main wall facing a street (30.20.90.40), with an exemption for lawfully existing buildings (30.20.90.41).
- A driveway giving direct vehicle access from a street or lane may cross a required landscaping area; vehicle access to parking may not be over a Residential or Residential Apartment zone lot (30.20.100.10).
- Waste and recyclables must be stored in a wholly enclosed building for buildings permitted more than three years after May 9, 2013; an ancillary waste building may not be in a front yard or a side yard abutting a street and must be at least 7.5 m from a Residential, Residential Apartment or Open Space zone lot and 1.0 m from other side and rear lot lines (30.20.150.1).
