An industrial zone for manufacturing, warehousing and open storage of goods, including waste-processing and energy-from-waste uses that must be kept a set distance from homes, parks and institutions.

What the M3A zone permits

  • Manufacturing, cleaning, packaging, processing, repairing or assembly of goods, foods or materials within an enclosed building, excluding a motor vehicle repair shop and a motor vehicle body shop as a principal or accessory use
  • Industrial uses involving the storage of goods and materials in the open
  • A printing establishment
  • A warehouse
  • A parking lot
  • Non-hazardous solid waste processing use, non-hazardous solid waste transfer use, power generation (fuel combustion) use, or hazardous waste transfer use for hazardous waste chemicals or manufacturing intermediaries or medical, veterinary or pathological waste, or mechanical sterilization, provided located a minimum of 300 metres from all Residential Zones, Open Space Zone OS, Institutional One Zone I1 and Institutional Two Zone I2
  • Hazardous waste processing use for hazardous waste chemicals or manufacturing intermediaries or medical, veterinary or pathological waste, provided located a minimum of 1,000 metres from all Residential Zones, Open Space Zone OS, Institutional One Zone I1 and Institutional Two Zone I2
  • Thermal degradation (non-energy producing) use and thermal degradation (energy from waste) use, provided located a minimum of 1,000 metres from all Residential Zones, Open Space Zone OS, Institutional One Zone I1 and Institutional Two Zone I2
  • Thermal degradation (hazardous waste) use for medical, veterinary or pathological waste, provided located a minimum of 1,000 metres from all Residential Zones, Open Space Zone and Institutional Zones (text garbled in extraction)
  • A radio or television broadcasting and transmission establishment
  • A recreational facility or structure
  • A community club
  • An animal hospital
  • A place of worship, only when located in a Business Corridor Area as shown on Schedule G
  • An associated educational use (accessory)
  • An associated office (accessory)
  • A retail outlet operated in connection with a use permitted by (a)(1) manufacturing or (a)(3) printing establishment, provided its total gross commercial floor area is not more than 15% of the total gross industrial floor area of that industrial use (accessory)
  • Purposes accessory to the other permitted purposes
  • Thermal degradation (energy from waste) use, provided the waste input is a by-product of the primary use of the site and is not a hazardous waste (accessory)

Other provisions in this section

  • 33.2.1(a)(6)-(9): waste processing, waste transfer, power generation (fuel combustion) and thermal degradation uses are permitted only with minimum separation distances of 300 m or 1,000 m (as listed per use) from all Residential Zones, Open Space Zone OS, Institutional One Zone I1 and Institutional Two Zone I2
  • 33.2.1(b)(5): a place of worship is permitted only when located in a Business Corridor Area shown on Schedule G
  • 33.2.1(c)(3): an accessory retail outlet tied to a manufacturing (a)(1) or printing (a)(3) use is capped at 15% of the total gross industrial floor area of that use
  • 33.2.1(c)(5): accessory thermal degradation (energy from waste) use only where the waste input is a by-product of the site's primary use and is not a hazardous waste
  • 33.2.2(c): interior side yard is 9 m where it abuts a property zoned Residential or Institutional; no requirement where it abuts a rail line
  • 33.2.2(e): no rear yard requirement where the rear yard abuts a rail line
  • 33.2.2(f): building height has no restriction, but a maximum of 2 storeys applies on a lot abutting a residential zone
  • 33.2.2(g)(i): except at approved driveway locations, a minimum 3 m wide landscaped strip along any lot line abutting a street or an Institutional Zone
  • 33.2.2(g)(ii): a minimum 6 m wide landscaped strip along any lot line abutting a Residential Zone
  • 33.2.2(h): outside storage only in a rear yard and at least 1.2 m from a lot line; must be screened by a solid fence with minimum height 1.8 m and maximum height 3 m from a street, open space, and properties zoned Residential or Institutional as well as Industrial zones where outside storage is not permitted; no storage may exceed the top of the solid fence
