A holding-type zone for land not yet developed where, besides the uses allowed everywhere in the city, only a single detached house is permitted, with lot sizes that depend on whether municipal water and sewer service is available.

- Lot width, lot area and all yard values apply to a Detached Dwelling; the three columns of Table 12.1.1 are: with municipal water and sewer, with municipal water only, without municipal water and sewer.
- Yard abutting an O3 zone: minimum 7.5 m (Table 12.1.1, Other Yards).
- Building setback abutting a creek block: 7.5 m; 4.5 m where the creek block includes a 3 m buffer (Table 12.1.1, Other Yards).
- Yard abutting a pipeline easement: minimum 7 m (Table 12.1.1, Other Yards).
- Yard abutting a railway right-of-way: minimum 30 m (Table 12.1.1, Other Yards).
- Residential building height shall be provided in accordance with Part 1, Subsection 2.31 'Residential Building Height' (s.1.1(a)); maximum height 2 ½ storeys (s.1.1(b)).
- Lot width values in Table 12.1.1 carry a footnote marker '2'; the footnote text is not reproduced in the zone extract.
