A downtown commercial zone allowing shops, offices, restaurants, hotels and similar businesses, plus apartment buildings with some ground-floor commercial, up to 11 storeys tall.

Other provisions in this section
- 28.1.1(b)(1): apartment dwellings are permitted only where a maximum of 30% of the gross floor area is used for commercial purposes.
- 28.1.2(a)(i): front yard depth is the lesser of 2 metres or the Street Line Setback shown on Schedule B of the by-law.
- 28.1.2(a)(ii): on a corner lot abutting a Residential Zone, no building or structure may be closer to the street the residential lots front on than the front yard depth required for a dwelling on those residential lots.
- 28.1.2(b)(iii): where there is no access to the rear yard by public street or public or private land, an interior side yard of 3.6 metres is required on one side.
- 28.1.2(e): maximum building height is 11 storeys (no metric height given).
- 28.1.2(f): the requirements and restrictions of the R4B zone apply to apartment buildings in this zone, except that the maximum building height for apartment buildings shall be 11 storeys.
- No minimum lot area, lot width, lot depth, lot coverage, landscaped open space, floor space index or parking standards are stated in this section.
