A highway-oriented commercial zone for hotels, motels, car and boat dealerships and repair shops, restaurants, taverns and similar uses, with some non-commercial uses like places of worship and lodging houses also allowed.

Other provisions in this section
- 24.1.2.1: uses permitted by a HC2 Zone are subject to the requirements and restrictions of the HC2 Zone, not the HC1 standards in 24.1.2.2
- 24.1.2.2 standards apply to all other (non-HC2) uses
- A motor vehicle body shop is permitted only in conjunction with a motor vehicle sales, rental, leasing or service establishment (24.1.1(a)(3))
- 24.1.2.2(i): no underground or aboveground storage tanks for gasoline or propane, intake valves or fume exhaust outlets may be located in the minimum required yard adjacent to any residential zones
