A large-scale shopping and service zone for regional-draw uses such as department stores, warehouse clubs, supermarkets, restaurants, hotels, offices, car dealerships and entertainment venues, with apartments allowed only on the second and third floors above commercial space.

Other provisions in this section

  • Not permitted in CR (Table 4.2.1): car wash, apartment building per RH4 zone, industrial uses permitted in a GE2 zone.
  • Prohibited uses (s.3, in addition to Part 1 s.2.22): parking lot, taxi cab garage, recreational vehicle/utility trailer sales and service, adult entertainment establishment.
  • Yard abutting a residential zone: 15 m minimum (Table 4.4.1).
  • Yard abutting a Provincial Highway: 12 m minimum (Table 4.4.1).
  • Yard abutting an O3 zone: 7.5 m minimum (Table 4.4.1).
  • Building setback abutting a creek block: 7.4 m, or 4.5 m if the block includes a 3 m buffer (Table 4.4.1).
  • Yard abutting a railway right-of-way: 30 m for uses sensitive to railway rights-of-way; on Plains Road East abutting the CNR right-of-way, 21.5 m provided a 2.5 m high earth berm is installed (Table 4.4.1 footnote a).
  • Yard abutting a pipeline easement: 7 m minimum (Table 4.4.1).
  • Yard abutting a PC or P zone: 6 m minimum (Table 4.4.1).
  • Separation distances from a residential zone (s.4.3): standard restaurant 15 m; fast food restaurant 30 m; night club 45 m.
  • Landscape area (s.4.4): 6 m abutting the Queen Elizabeth Way, 6 m abutting all other streets, 6 m abutting a creek block or O3 zone, 3 m abutting a PC or P zone.
  • Landscape buffer abutting a residential zone: 9 m (s.4.4).
  • Loading/unloading shall not take place within 30 m of a residential zone; docks must be screened from view from a street or adjoining residential zone (s.4.5).
  • Outdoor storage (s.4.6): only merchandise displayed for retail sale may be stored outside, not in a truck, trailer or vehicle; perishable waste must be refrigerated inside a building or kept in a sealed below-grade deep collection container; non-perishable waste stored outside on lands abutting a residential zone must be in a solid screen enclosure per Part 1 s.2.2.3.
  • Parking per Part 1 s.2.25; visitor parking not required where a permitted freestanding residential use shares a lot with a non-residential use occupying at least 30% of the lot area (s.4.7(a)-(b)).
  • Truck and trailer parking prohibited except while loading/unloading, for customer use, belonging to the owner/tenant, or used for charitable purposes (s.4.7(c)).
  • Parking areas: maximum 190 spaces each, separated from adjoining parking areas by a 3 m landscape area (may contain a 2.0 m walkway if the landscape area is at least 4.5 m wide); where more than one parking area is required the average parking area size shall be 150 spaces; connecting driveways may cross a landscape area (s.4.7(d)).
  • Contiguous lots developed under a single comprehensive site plan are deemed one lot for applying zoning regulations (s.4.8).
  • Dwelling units on the second or third floors above commercial uses require a minimum amenity area of 20 m² per unit (s.4.9).
  • Restaurant drive-throughs (s.4.10): landscaping must screen drive-through building elevations facing a street; external conveyor pick-up systems not permitted in a yard abutting a street and must be set back 15 m from a residential zone; intercom ordering stations set back 15 m from a residential zone.
  • Holding 'H' prefix: uses per Part 11 s.1.1; development deemed premature until the H is removed per Part 11 s.1.2 (s.1(a)).
  • Subject to Part 1 (General Conditions and Provisions) and Part 14 (Exceptions to Zone Designations).
