A small neighbourhood commercial zone for shops, restaurants, offices and services in low buildings of up to two storeys.

Other provisions in this section

  • Minimum lot frontage, maximum front yard, maximum exterior side yard, minimum contiguous amenity area and streetwall-length rows (rows 3.0, 5.0, 7.0, 12.5, 14.0, 15.0) are blank for C1 - no requirement stated.
  • Minimum landscaped buffer (row 12): 4.5 m from a lot line that is a street line; 3.0 m from a lot line abutting an Institutional, Office, Downtown Core, Employment, Buffer or Utility Zone; 1.5 m from the lot line of a Commercial Zone abutting another Commercial Zone; 4.5 m from any other lot line. Note (8): see also Subsection 2.1.25 (2.1.25.1: buffer may be reduced to 0.0 m abutting a sight triangle or a 0.3 m reserve abutting a sight triangle; 2.1.25.2: not required along a shared driveway/condominium road/aisle/parking area).
  • Note (7) / Table 2.1.17.1 (Setback to Greenlands Zones - Non-Residential): all buildings and structures, and all parking areas, driveways, loading spaces, other paved areas and outdoor storage areas, must be set back from lands zoned G1 or G2 Base Zone (or G1 Exception Zones) the greater of 5.0 m or the required yard/setback.
  • Row 13.0: parking and loading spaces shall not be located between a streetwall and a lot line that is a street line.
  • Row 16.0: the main front entrance for commercial uses on the first storey shall be located in the streetwall on the first storey.
  • Row 17.1 Exemption: the centreline setback provisions of Subsection 2.1.14 do not apply in the C1 zone.
  • Section 6.1.4.1: an outdoor garden centre is permitted accessory to a Retail use in C1 to C3 zones (6.1.4.2: no parking required for it).
  • Section 6.1.1: all uses must be wholly within a building unless otherwise permitted; 6.1.1.2 (0054-2026): seasonal and permanent outdoor patios are permitted accessory to a restaurant/take-out restaurant per Articles 2.1.9.14 and 2.1.9.16.
  • Section 6.1.5.1: a retail store whose principal use is food sales may have up to six accessory seats for consumption of food prepared on the premises.
  • Uses listed in Table 6.2.1 but NOT permitted in C1 include: motor vehicle sales/leasing/rental facilities, convenience restaurant, funeral establishment, commercial school, overnight accommodation, banquet hall/conference centre/convention centre, gas bar, motor vehicle service station/wash facility/repair facility, recreational or entertainment establishment, university/college, parking lot, apartment, and dwelling units above the first storey of a commercial building.
  • All buildings must also comply with Parts 1 to 3 and Section 6.1 of the By-law (general provisions).
  • Section 6.2.2: 24 site-specific exception zones C1-1 to C1-24 exist; check the exception schedule for the property.
