A mixed-use downtown-style zone in the Vaughan Metropolitan Centre where apartments, townhouses, shops, offices and community uses are built close to the street, with tall buildings required to have a podium and set-back tower.

Other provisions in this section
- Required build-to zone: 3 m to 7.5 m from the street line, applying to a minimum of 75% of the street frontage (minimum 60% on a corner lot); on any other portion of the lot only the minimum setback applies (Table 10-3 note 5).
- Urban squares, driveways and walkways are permitted within the build-to zone provided their cumulative total does not exceed 25% of the total build-to zone requirement (Table 10-3 note 3).
- Minimum height: as shown on Schedule A; does not apply to an above grade parking structure (Table 10-3 note 1).
- Minimum ground floor height: 3.5 m; where lands are subject to active use frontage (required or convertible) on Schedule B-1, the minimum ground floor height is 5.0 m for any portion of a main wall facing a street line (Table 10-3 note 7; Section 4.2(8)).
- Minimum street wall: 8 m (street wall is the height of the portion of a building within the required build-to zone).
- Minimum floor space index: as shown on Schedule A.
- Podium and tower requirements apply to any building higher than 14.0 m in the V3 Zone: minimum podium height 10.5 m; maximum podium height 14 m; minimum tower step-back 3 m.
- Residential towers: minimum tower separation 25 m; minimum tower setback from any rear lot line and interior side lot line 12.5 m; maximum residential tower floor plate 750 m2.
- Office towers: minimum tower separation 20 m; minimum tower setback from a rear lot line or interior side lot line 10 m.
- Active Use Frontage (Required) and Active Use Frontage (Convertible) apply where shown on Schedule B-1, in accordance with Section 4.2.
- Active use frontage (required), Section 4.2(7): a minimum of 70% of the ground floor frontage so shown on Schedule B-1 must consist of business service, clinic, community facility, personal service, restaurant or take-out restaurant, and/or retail uses.
- Minimum landscape strip on an interior side or rear lot line abutting the V3 Zone: no requirement; abutting an Open Space Zone: 3 m; abutting a street line: 3 m.
- Office uses are permitted in the V3 Zone only in the areas shown on Schedule B-1 (Table 10-2 note 3).
- Existing non-conforming uses, buildings and structures are permitted only if legally existing and used on the lot on the effective date of the By-law, and their maximum gross floor area is the gross floor area existing at that date (Table 10-2 note 2).
- Micro-manufacturing, independent living facility, community garden, place of worship, home occupation, outdoor patio, temporary sales office and short-term rental are subject to the specific use provisions in Part 5 (Table 10-2 note 1). For example Section 5.10 permits micro-manufacturing only in association with a retail use, caps it at 15% of the total area of the principal use, and prohibits an associated obnoxious use, outside storage or outdoor patio unless expressly permitted by the zone.
- Not permitted in V3: art studio, commercial school, hotel, place of assembly, retail (other than convenience retail), shopping centre, supermarket, theatre, research and development, day care centre, post-secondary school, outdoor display area.
