A low-density residential zone for semi-detached houses on lots at least 9.5 m wide and 400 m² in area, with up to three additional residential units allowed on the same lot.

Other provisions in this section
- Only semi-detached dwellings (plus additional residential units) are permitted in R4; detached dwellings and cluster homes are not permitted (Table 2.3.1).
- Building setback abutting a creek block: 7.5 m, or 4.5 m if the block includes a 3 m buffer (Table 2.5.1, Other Yards).
- Yard abutting a pipeline easement: 7 m (Table 2.5.1, Other Yards).
- Yard abutting a railway right-of-way: 30 m (Table 2.5.1, Other Yards).
- Parking: provided in accordance with Part 1, Subsection 2.25 'Off-Street Parking and Loading Requirements' (s.5.2); Table 1.2.6 lists 2 spaces per unit for a semi-detached dwelling, one of which may be in an attached or detached garage (1.5 spaces per unit on a parcel of tied land fronting a common element condominium road, 1 on the POTL and 0.5 visitor in the common element block), and 0 spaces for the first additional residential unit, 1 space for the second or third.
- Building height: in accordance with Part 1, Subsection 2.31 'Residential Building Height' (s.5.3).
- Additional residential units (Part 1, s.2.21(u)): up to three ARUs in addition to the principal dwelling unit; only one ARU may be located within an accessory building; only one exterior entrance per elevation of the principal building facing a street; tandem parking permitted; ARUs not counted toward maximum density, maximum dwelling units or minimum visitor parking; minimum floor area per unit and minimum floor area ratio do not apply; an accessory building containing an ARU may be up to 80 m² floor area; a lawfully existing accessory building may be converted to an ARU; the 3 m side yard requirement does not apply to conversion of a lawfully existing attached garage; lots with ARUs may have lot coverage of the greater of the zone requirement or 45%; exterior recladding may project up to 0.05 m.
- Holding 'H' prefix: uses limited to Part 11, Subsection 1.1; development deemed premature until the 'H' is removed under Part 11, Subsection 1.2 (s.1(a)).
- Accessory buildings and structures: Part 1, Subsection 2.2; patios and decks: Part 1, s.2.3; fencing and privacy screens: Part 1, s.2.4; swimming pools: Part 1, s.2.5; lands adjacent to Lake Ontario and Burlington Bay: Part 1, s.2.30 (s.1(b)-(f)).
- Parking lots shall be set back 4.5 m from a street line (s.1(h)).
- Enclosed parking structure more than 1.6 m above finished grade is subject to the same yard requirements as a principal building; below grade and up to 1.6 m above grade must be set back 3 m from a street line; may not encroach into a required landscape buffer abutting a residential zone (s.1(j)).
- Prohibited (s.2): parking or storing a motor vehicle (other than a recreational vehicle) over 3000 kg registered gross vehicle weight, 6 m long or 2.6 m high; any vehicle with a stake body; a recreational vehicle or utility trailer with load exceeding a combined height of 3.6 m; and parking/storing any vehicle, trailer, boat, snowmobile, jetski or similar conveyance within a landscaped open space area. Also the prohibited uses in Part 1, Subsection 2.22.
- Exceptions to zone designations: Part 14 (s.1).
